Signs you have a quarantine pest problem
Export fumigation is not about seeing pests — it is about meeting the importing country’s rules so your shipment is not rejected, held or re-treated at the destination. You need it when:
- Your buyer’s letter of credit or purchase order asks for a fumigation certificate
- You ship rice, wheat, pulses, spices, dry fruit, cotton or other plant products
- Your cargo sits on wooden pallets or in wooden crates (ISPM 15 applies)
- The destination country lists quarantine pests such as khapra beetle
- A previous consignment was held or treated at the destination port
- Stock was stored in a godown with known insect activity before stuffing

The container is checked for holes and damaged seals, the cargo is inspected, and the treatment area is marked off.

Sheeting and fumigation
The container or stack is sealed under gas-proof sheets and the fumigant is applied at the dose for the commodity and temperature, by trained applicators.

The fumigation is held for the required exposure period, then the container is aerated until readings are clear.

ISPM 15 and wood packaging
Wooden pallets, crates and dunnage can carry wood-boring insects across borders, so most countries follow the international standard ISPM 15. Wood packaging must be treated and marked with an approved mark:

Pallets without a valid ISPM 15 mark are a common reason for holds at destination. If you buy pallets locally, ask the supplier for the mark or plan treatment before loading.
Registration and certificates in Pakistan
Under the Plant Quarantine Rules (Pakistan), commercial fumigation for plant quarantine purposes has been tied to registration: the rules state that "No commercial fumigator shall engage in, perform or offer to perform any fumigation unless he is registered with the Department" — the Department of Plant Protection (DPP).
The regulator has been changing. A presidential ordinance in May 2025 created the National Agri-Trade and Food Safety Authority (NAFSA); Profit/Pakistan Today (5 May 2025) reported that the ordinance "abolishes the Department of Plant Protection (DPP)", and Dawn (13 July 2025) reported that the DPP and the Animal Quarantine Department were merged to form NAFSA. Exporters should therefore confirm the current certificate requirements with their buyer, shipping line or the authority before each season. The IPPC page for Pakistan is a useful starting point.

Phytosanitary certificate vs fumigation certificate
A phytosanitary certificate is issued by the national plant protection authority to certify the consignment meets the importing country’s plant health rules. A fumigation certificate records the treatment itself — what was used, at what dose and for how long. Many buyers ask for both; the fumigation record supports the phytosanitary application.
Avoiding rejections
Most export fumigation problems are planning problems:
- Book early. Exposure and aeration take time; last-minute bookings get squeezed against port cut-offs.
- Fumigate clean stock. If the godown is infested, fumigate the warehouse stock first — container fumigation is not a substitute.
- Check the destination. Some countries restrict methyl bromide or require specific doses and temperatures.
- Match the paperwork. Container numbers, commodity and dates on the fumigation record must match your bill of lading.
